That may include activities that support NFIP state coordinating agencies and NFIP-participating communities as they carry out their ongoing regulatory responsibilities under the NFIP, along with tasks that help states and communities understand and mitigate flood risk. FEMA may also provide non-financial support, such as technical assistance, training, or data, to help partners successfully complete work within the program’s project categories. Any FEMA funding awarded is intended to add to (not replace) the partner’s own leveraged resources, data, and existing systems.
Eligibility is limited to qualified Cooperating Technical Partners. To be considered, an applicant must already be a CTP with a signed Partnership Agreement with FEMA Headquarters or a FEMA Regional Office. The applicant must also either be (or represent) an NFIP community in good standing, or be a FEMA-approved nonprofit whose primary mission aligns with NFIP goals and objectives. Applicants are expected to have established, non-federally funded processes and/or systems to collect, develop, evaluate, share, and communicate flood hazard and risk assessment data and mapping. They also must demonstrate the capability to complete the proposed work, meet CTP performance metrics, and submit timely and accurate performance reporting to FEMA. When applicable, recipients must agree to use FEMA’s Mapping Information Platform (MIP) and keep activity information current by updating the Studies Workflow at least every 30 days (and more frequently for Revisions Workflow items).
From an application planning standpoint, FEMA expects prospective applicants to coordinate with FEMA ahead of submission to align proposed tasks with FEMA priorities, objectives, and measures for the region. Awardees must comply not only with the public announcement requirements and the terms and conditions of the award, but also with the underlying CTP Partnership Agreement and the FEMA-approved Statement of Work or Mapping Activity Statement that governs the specific tasks and deliverables. Those templates are obtained through the relevant FEMA granting office, either the FEMA Region or FEMA Headquarters.
