Applications can be submitted by state agricultural experiment stations; colleges and universities; university research foundations; other research institutions and organizations; federal agencies; national laboratories; private organizations, foundations, or corporations; and individuals who are U.S. citizens or nationals. Partnerships are also allowed, including groups made up of two or more eligible entities. Even though some organizations may not be eligible to apply directly, award recipients are allowed to subcontract with those entities if they are needed to carry out the project work.
